Police Briefs for July 24

East Ridge police arrested a couple recently on child endangerment charges after officers observed them parked for an extended period of time at a Ringgold Road convenience store with two young children in the car and the temperature hovering in the 90s.

According to an affidavit of complaint, an officer observed two adults sitting in the front of the 2005 Toyota Corolla holding two small children at the Mapco at 65 14 Ringgold Rd. When the officer approached the vehicle the two adults, Stewart Garner and Ashley Peace, got out holding their five-year-old twins. The report states that the officer saw blood on Garner’s shirt and he was “very nervous, fidgeting, and his eyes were drooping.”

The report states that Garner also had red sores covering both arms and his face and “track” marks on his left arm. The report states that Garner’s condition was indicative of using narcotics. Garner told police that he had previously injected prescription pills into his system. The report states that Garner told police that there was a prescription pill bottle in the car that belonged to his mother. A further search of the car turned up .6 grams of suspected methamphetamine, a can of butane fuel, two metal spoons, syringes and a razor blade. All these items, the report noted, were easily accessible to both children.

The report states that Garner’s family responded to the scene to pick up the children. Family members told police that Garner’s narcotic use had been an ongoing issue.

Garner, 42, of a Graysville Road address in Rossville, was charged with Child Endangerment, Possession of Methamphetamine and Possession of Drug Paraphernalia. Peace, 31 of a Shelly Lane address in Rossville, was charged with Child Neglect and Possession of Drug Paraphernalia. It is unclear when they are due to appear in court.

_ A man that police have been looking for since early February was recently arrested, but not before an East Ridge officer was injured in the process.

Officials said David Hayes Evans, 37, was taken into custody at his girlfriend’s house on Dupont Street. The man who had been wanted on charges of failure to appear on an assault charge in December of last year, had run from police every time officers closed in on him. An officer pursued Evans through a shattered glass storm door, sustaining a severe laceration to his arm in the process, officials said.

Evans was wanted by police for allegedly assaulting his ex-girlfriend on Dec. 11. An affidavit of complaint states that Evans entered through a rear door of her house, forced her to the floor and struck her in the right side of her face. 

Back in February, officers spotted Evans in the 5300 block of Dupont Street walking through some backyards. He was able to elude apprehension.

Evans was charged with two counts of violating probation on drug charges. He was additionally charged with Resisting Stop, Halt, Arrest.

_ 6300 Ringgold Rd.: Police were dispatched to the address early last Wednesday morning in regard to a man in front of the Boost Mobile store with his pants down.

According to an affidavit of complaint, while en route, a dispatcher told the officer that “this individual was now allegedly being inappropriate with the telephone pole.” The report states that when the officer arrived he encountered a man with his pants around his ankles who “appeared to be spanking the telephone pole.”

The man was identified as James Reel of a Glennwood Parkway address in Chattanooga. The report states that Reel was unable to keep his eyes open, his speech was slurred and he admitted to to using methamphetamine twice earlier in the day.

Reel was placed in custody, taken to the Hamilton County Jail and charged with Public Intoxication.
