Video: March 9 ER Housing Commission Meeting

The East Ridge Housing Commission met pursuant to notice on March 9, 2020 5:30pm at East Ridge City Hall. Chairperson Jim Winters called the meeting to order.

Present were: Chairperson Winters, Vice Chairperson Earl Wilson, Boardmember Jeff Ezell, Boardmember Kenneth Rogers, and Attorney Mark Litchford.

Absent were: Boardmember Lynda Stephens

Chairperson Winters led everyone in the Pledge of Allegiance to the Flag.

Vice Chairperson Wilson made a motion to approve the minutes from the February 10, 2020 meeting. Motion was seconded by Boardmember Ezell. The vote was unanimous. Motion approved.

1619 Barry Road – – Boardmember Wilson made a motion to have the dwelling demolished at the request of the property owner. All costs associated with the demolition will be placed in a Municipal Lien against the property. Motion was seconded by Boardmember Ezell. The vote was unanimous. Motion approved.

1302 Pleasant Street – Vice Chairperson Wilson made a motion to pass the case to the April 13, 2020 meeting. Motion was seconded by Boardmember Rogers. The vote was unanimous. Motion approved.

5001 Fike Drive – Vice Chairperson Wilson made a motion to have the dwelling condemned effective immediately with no habitation permitted. The case is reset for the April 13, 2020 meeting. Motion was seconded by Boardmember Ezell. The vote was unanimous. Motion approved.

1318 West End Avenue – Boardmember Rogers made a motion to pass the case to the April 13, 2020 meeting with the stipulation if the property owner has failed to complete the required FEMA Substantial Improvement Form by a licensed contractor, the Housing Commission reserves the right to take immediate demolition efforts against the property. The property owner shall have the contractor present at the April 13, 2020 meeting to testify as to the repairs of the dwelling, the cost of repairs, and the completion of the FEMA forms. Vice Chairman Wilson seconded the motion. The vote was unanimous. Motion approved.

3707 Wiley Avenue – Boardmember Wilson made a motion to pass the case to the April 13, 2020 meeting. The owner must obtain the services of a professional exterminator to handle the rodent infestation. Property owner shall bring in all receipts and reports of the exterminator’s findings. Code Enforcement will do an interior inspection on April 9, 2020 at 9:00am. Property owner shall bring in photographic evidence of efforts to remediate the conditions of the

property. Boardmember Ezell seconded the motion. The vote was unanimous. Motion approved.

5346 Ringgold Road – Boardmember Ezell made a motion to pass this case to the April 13, 2020 meeting with the stipulation that the property shall remain condemned with no one permitted to reside on the property. The property owner, Mr. John Gleaves is to appear at the April 13, 2020 meeting. Boardmember Wilson seconded the motion. The vote was unanimous. Motion approved.

712 Summit Avenue – Boardmember Ezell made a motion to continue with the previous order of condemnation of units 15, 16, 17, and 18. The case will be set for April 13, 2020 for an update on improvements of the units. Code Enforcement and the electrical inspector shall do an inspection prior to the April 13, 2020 meeting regarding Units 16 and 17. If those units are code compliant based on the inspection then the condemnation of those two units shall be lifted. Vice Chairman Wilson seconded the motion. The vote was unanimous. Motion approved.

5504 Clemons Road – Boardmember Ezell made a motion to close the case in its entirety. Boardmember Rogers seconded the motion. The vote was unanimous. Motion approved.

1702 Prigmore Road – Boardmember Ezell made a motion to pass this case to the April 13, 2020 meeting. The property shall remain condemned with no one permitted to reside in the dwelling. Boardmember Rogers seconded the motion. The vote was unanimous. Motion approved.

5404 Clemons Road – Vice Chairperson Wilson made a motion to pass this case to the April 13, 2020 meeting. The property is to remain condemned with no one permitted to reside in the dwelling. Boardmember Ezell seconded the motion. The vote was unanimous. Motion approved.

3701 Larry Lane – Vice Chairman Wilson made a motion to close the case in its entirety. Boardmember Ezell seconded the motion. The vote was unanimous. Motion approved.

3320 Frawley Street – Boardmember Rogers made a motion to close the case in its entirety. Boardmember Ezell seconded the motion. The vote was unanimous. Motion approved.

5313 Dupont Street – Vice Chairperson Wilson made a motion to have the dwelling condemned effective immediately with no habitation permitted. The case is reset for the April 13, 2020 meeting. Motion was seconded by Boardmember Ezell. The vote was unanimous. Motion approved.
