Video of City Council Candidates’ Forum

East Ridge News Online sponsored a City Council Candidates’ Forum Monday night at City Hall.

There are two open seats on the five-member board. Vice Mayor Marc Gravitt chose not to seek re-election, and Councilman Denny Manning has served 12 years and is term limited by the City Charter.

Those running for office are: Jim Bethune, Matthew DeGlopper, Esther Helton, Doris Rogers, Gregg Shipley, Robert Stahl and Brian Williams.

The questions asked during the forum were submitted by readers of East Ridge News Online. A four-person committee reviewed the questions and individually assigned a numeric value to the questions. The questions with the highest numeric value were asked first.

What are the duties of a city council member according the charter?

One hundred people work in the city, currently minorities make up less than 4% of this workforce.  There are no minorities in the police, or fire departments or any administration.  Since the city does abide by title 6 of the civil rights act of 1964 how would you address this situation given the fact that the city council doesn’t hire or fire?  Should there be more and how would you address the issue?

A piece of legislation was passed to create matching grants up to $20,000 per applicant to encourage existing businesses to revitalize their properties.  So far only a few businesses have been awarded any funds.  What would you do to promote this program?

What would you do to promote or improve transparency in the local governing body.

Dick Cook has lived in East Ridge since the Kennedy Administration when his parents bought a house on Marietta Street. Dick graduated from ERHS in 1976 before going on to the University of Tennessee at Chattanooga where he studied Political Science. Dick worked for the Chattanooga Free-Press and the Chattanooga Times Free Press for 22 years. Free-Press Sports Editor Roy Exum plucked him out of production in 1989 and gave him a job as a sports reporter. Dick covered everything from prep sports to the whitewater events on the Ocoee River for the 1996 Olympics. When Chattanooga's two paper's merged, he became the Crime Reporter covering both the Chattanooga Police and Fire Departments. He was among reporters who were honored by the Associated Press for the TFP's coverage of the 2002 fog-shrouded crash on I-75 in Catoosa County, Dick and his wife, Cathy, live on Marlboro Avenue where they are seen frequently chasing around their three grandsons.
