Collegedale Police Department Discontinues Flock License Plate Reader (LPR) System

COLLEGEDALE – The following statement was issued by Jack Sapp, Chief of Police, Collegedale Police Department:

“On Thursday, September 3, 2026, I made the decision to discontinue access to the Flock License Plate Reader (LPR) system for all officers of the Collegedale Police Department, revoking access to the six (6) LPR cameras operated by the City. This decision followed careful consideration of the technology, its use, and concerns expressed by citizens of Collegedale, as well as individuals who travel through and visit our community.

At the same time, access to Collegedale’s LPR cameras by outside agencies was also revoked.

During the September 8, 2026, meeting of the Collegedale Board of Commissioners, I formally recommended that the City terminate all contracts and agreements with Flock for use of LPR technology. The Board of Commissioners voted unanimously to approve that recommendation.

The Collegedale Police Department no longer utilizes or maintains access to Flock or any other LPR vendor systems, networks, or databases. While LPR technology has provided valuable assistance to our officers and investigators, the benefits of any law enforcement tool must be carefully weighed against the concerns, expectations, and the support of the citizens.

The Collegedale Police Department remains committed to protecting public safety while also respecting the trust and concerns of the community we serve.”
